PA Republican Logic: Reject The Needs of Pennsylvanians and Democracy As Well

Flush with $10 billion in $7.3 billion in federal funds and a $3-billion, current-year surplus—all of which comes from our taxes—the Republican majority enacted a budget that neither provides much relief from the pandemic nor includes public investments to reduce our state’s glaring economic and racial inequity. And while ignoring those problems, the Republican majority passed legislation to make voting more difficult. The inaction on the budget and the actions taken to make it harder for people to vote are connected. An overwhelming majority of the public, including a substantial number of Republicans, want American Rescue Plan funds to be invested in the people of Pennsylvania. There are many opportunities for such investment: One-tenth of the funds available this year could have been used to fund Governor Wolf’s bold $1.3-billion proposal to take a major step toward reducing our worst-in-the-nation inequality in K-12 school funding. A minimum wage hike would reverse 40-year pay stagnation for working people

It is about changing the rules of our economy so that we all do better, now and in the future. To all do better we must reverse the 40-year trend that has seen skyrocketing incomes and wealth for the owners and executives of the largest corporations while income for working people and the middle class has been stagnant. The minimum wage was created during the Great Depression. We need to raise it during the Pandemic Recession

Originally published at the PA Capital-Star on March 7, 2021 Opponents of raising the minimum wage seem to have an inexhaustible supply of concerns which they repeat no matter how often we present evidence that refutes them.  The latest one is the claim that we cannot raise the minimum wage during the COVID-19 recession. Raising the minimum wage during a recession, they say, will stall our recovery.  This might sound plausible for a second—or until one remembers that the minimum wage was created during the Great Depression by the Fair Labor Standards Act of 1938 (FLSA). After a slow recovery from the Great Depression, the economy went into reverse in 1937 and the beginning of 1938. The reason is clear. In 1936, President Franklin Roosevelt started to listen to orthodox economists worried about the budget deficit. Taxes were raised, government spending was cut and the U.S. government had a balanced budget in 1937. The Federal Reserve raised interest rats as well, hurting the economy.  But the economy suffered. Why The Republicans In Harrisburg Won’t Fight COVID-19

Cases in Pennsylvania are averaging 1,552 per day in October, almost double the 787 average per day in September and above the 1,364 average per day in April. And, the best evidence we have is that it is not just due to expanded testing. We are testing an average of 15,514 in October, a bit more than in September (13,847 per day) and far more than April (5,996 per day). But the percentage of tests that are positive is also increasing from 7% in September to 9% in October, though far below the 23% found in April. Deaths from COVID-19 have only risen by a small amount in Pennsylvania. But while better treatments should keep us from the disastrous numbers of April, we know that the rise in deaths typically lag the rise… Continue reading

HB 2513 Threatens Not Just Our Health but the Economy

Republicans in Harrisburg appear ready to move to override Governor Wolf’s veto of HB 2513, which would severely limit his authority to limit the operation of restaurants, bars, and private clubs. We are well aware of the severity of the pandemic’s impact on the hospitality industry and have urged Pennsylvania’s General Assembly to act to provide relief for it. But, we are at a time when COVID-19 cases are increasing in many parts of the country with predictions of a further increase everywhere as the weather gets colder. It is not just irresponsible but insane to make it impossible for the governor to act aggressively to stem the further spread of the virus in venues that are proven to be a major source of infection. UPDATE: How Many Lives Have We Saved?

While, for months, Republican legislators were insisting on a rapid reopening of businesses in Pennsylvania, Governor Wolf’s health and safety regulations created one of the most dramatic declines in both COVID-19 cases and deaths of any state in the country. After averaging 1,364 new cases per day in April and 864 in May, there was a drop to 757 in June, and after a rise in July, to 709 in August. The number of new cases has been rising again and in the beginning of October to an average of 1,206 per day. But while we should always be concerned about any increase in cases, especially as we head into potentially dangerous winter months, testing has increased by about the same degree. Including Immigrants in Pandemic Relief is Essential for America’s Public Health and Economic Recovery

The COVID-19 pandemic has revealed numerous ways in which our political community is unfair to many people—and especially those with low incomes and people of color. But perhaps the most disturbing inequity is that immigrants, both documented and undocumented, have been left out of much of the relief efforts so far. Both documented and undocumented immigrants play a critical role in the economy of our state and nation. Immigrants to America are our neighbors, our friends, our employees, and, in some cases, our employers. There are 28.3 million foreign-born residents in the labor force, of which 7.5 million are undocumented immigrants. More than 866,000 immigrants aged 16 or older live in Pennsylvania, of which over 582,000—including 91,000 undocumented immigrants—are part of our workforce. Pa. Senate GOP’s judicial gerrymandering plan is a threat to our democracy

The dangers include voter ID laws; closures of polling places; gerrymandered legislative districts; and problematic voting rules, especially with regard to vote by mail—not to mention attempts by both the executive branch in Washington and the legislative branch in Harrisburg to overstep their bounds. Time and again, the independence of our court has protected our political rights and our civil rights and liberties. Now, however, legislators in Harrisburg are taking a more indirect approach to weaken the independence of our courts. Senate Republicans appear determined to advance an amendment to the Pennsylvania Constitution next week that would change how we elect judges to our state’s highest courts—the Supreme Court, Commonwealth Court, and Superior Court.
