{"id":9387,"date":"2022-04-12T15:54:41","date_gmt":"2022-04-12T19:54:41","guid":{"rendered":"http:\/\/marcstier.com\/blog2\/?p=9387"},"modified":"2022-09-30T15:59:44","modified_gmt":"2022-09-30T19:59:44","slug":"build-a-brighter-pa","status":"publish","type":"post","link":"https:\/\/marcstier.com\/blog2\/?p=9387","title":{"rendered":"Build a Brighter PA"},"content":{"rendered":"<p>Thanks to the American Rescue Plan <span data-ccp-parastyle=\"heading 3\">providing <\/span><span data-ccp-parastyle=\"heading 3\">grants to all Pennsylvanians, additional funds to Pennsylvania families with children through the child tax credit and higher subsidies for health insurance, we have <\/span><span data-ccp-parastyle=\"heading 3\">seen a <\/span><span data-ccp-parastyle=\"heading 3\">faster economic <\/span><span data-ccp-parastyle=\"heading 3\">recovery than we might have imagined a year ago. And the Infrastructure Bill <\/span><span data-ccp-parastyle=\"heading 3\">will help keep the recovery <\/span><span data-ccp-parastyle=\"heading 3\">growing by creating <\/span><span data-ccp-parastyle=\"heading 3\">80,000 jobs each year <\/span><span data-ccp-parastyle=\"heading 3\">by <\/span><span data-ccp-parastyle=\"heading 3\">fundin<\/span><span data-ccp-parastyle=\"heading 3\">g massive new investments in <\/span><span data-ccp-parastyle=\"heading 3\">roads, bridges, <\/span><span data-ccp-parastyle=\"heading 3\">and <\/span><span data-ccp-parastyle=\"heading 3\">public transit, <\/span><span data-ccp-parastyle=\"heading 3\">as well as <\/span><span data-ccp-parastyle=\"heading 3\">the in <\/span><span data-ccp-parastyle=\"heading 3\">the clean <\/span><span data-ccp-parastyle=\"heading 3\">energy <\/span><span data-ccp-parastyle=\"heading 3\">we need to <\/span><span data-ccp-parastyle=\"heading 3\">limit <\/span><span data-ccp-parastyle=\"heading 3\">climate change<\/span><span data-ccp-parastyle=\"heading 3\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>But while the federal government has done its part, the state <span data-ccp-parastyle=\"heading 3\">government <\/span><span data-ccp-parastyle=\"heading 3\">has not.<\/span><span data-ccp-parastyle=\"heading 3\"> The economic recovery of <\/span><span data-ccp-parastyle=\"heading 3\">the<\/span><span data-ccp-parastyle=\"heading 3\">state lags <\/span><span data-ccp-parastyle=\"heading 3\">behind\u00a0<\/span><span data-ccp-parastyle=\"heading 3\">that<\/span><span data-ccp-parastyle=\"heading 3\"> of other states. Our unemployment rate is <\/span><span data-ccp-parastyle=\"heading 3\">well <\/span><span data-ccp-parastyle=\"heading 3\">above the national average. And t<\/span><span data-ccp-parastyle=\"heading 3\">here are many needs that the state could and should be meeting with ARP funds.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0And many people are still suffering from both the hangover of the pandemic recession and the recent surge in prices\u2014which we expect will be temporary. <\/span><\/p>\n<p>That\u2019s why the <strong><a href=\"http:\/\/wethepeoplepa.org\/\">We The People\u2013PA campaign<\/a><\/strong> supports the <strong>Brighter PA<\/strong> plan put forward by Governor Wolf and the House and Senate Democrats. The Brighter PA plan has critical elements that, together with <a href=\"https:\/\/krc-pbpc.org\/research_publication\/time-to-help-people-with-high-gas-prices\/\">our proposal to help Pennsylvanians afford higher gas prices<\/a>, will go a long way to give Pennsylvania families the help they need at this still difficult economic time.<\/p>\n<ul>\n<li>The <strong>Brighter PA plan<\/strong> calls for <strong>a $204 million investment in the Property Tax Rebate program<\/strong> which would give <span data-ccp-parastyle=\"heading 2\">a one<\/span><span data-ccp-parastyle=\"heading 2\">&#8211;<\/span><span data-ccp-parastyle=\"heading 2\">time bonus to <\/span><span data-ccp-parastyle=\"heading 2\">both renters and homeowners <\/span><span data-ccp-parastyle=\"heading 2\">those with low incomes<\/span><span data-ccp-parastyle=\"heading 2\">. This program will give an estimated 466,000 Pennsylvanians <\/span><span data-ccp-parastyle=\"heading 2\">an average additional rebate of $475<\/span><\/li>\n<\/ul>\n<p>Families are centered around their homes. And thus <strong>affordable housing<\/strong> is the critical need for all families. However, the pandemic has made it harder for many families to afford rent or to pay their mortgage just as housing is becoming more and more expensive.<\/p>\n<p>While this program is important, We The People\u2013PA believe that it is not enough. The emergency rental assistance program has provided critical support for <span data-ccp-parastyle=\"heading 2\">Pennsylvanians all over the state. Yet <\/span><span data-ccp-parastyle=\"heading 2\">while Philadelphia provides these funds through has a nationally <\/span><span data-ccp-parastyle=\"heading 2\">recognized <\/span><span data-ccp-parastyle=\"heading 2\">E<\/span><span data-ccp-parastyle=\"heading 2\">viction <\/span><span data-ccp-parastyle=\"heading 2\">D<\/span><span data-ccp-parastyle=\"heading 2\">iversion <\/span><span data-ccp-parastyle=\"heading 2\">P<\/span><span data-ccp-parastyle=\"heading 2\">rogram, other parts of the state have not been as effective in <\/span><span data-ccp-parastyle=\"heading 2\">getting rental housing assistance to families that need it. And some parts of the state did not get their fair share of funding. Philade<\/span><span data-ccp-parastyle=\"heading 2\">l<\/span><span data-ccp-parastyle=\"heading 2\">phia has already run out of emergency rental assistance funds and Allegheny County will do so soon. <\/span><span data-ccp-parastyle=\"heading 2\">So<\/span><span data-ccp-parastyle=\"heading 2\"> we call on Governor Wolf and the General Assembly to add more funds to the emergency rental assistance program and <\/span><span data-ccp-parastyle=\"heading 2\">require every county to develop a program similar to Philadelphia Eviction Diversion Program\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<ul>\n<li aria-level=\"2\"><span data-contrast=\"none\">The <strong>Brighter PA plan<\/strong> calls for investing <strong>$250 million <\/strong><strong>in recruiting and training and providing retention incentives for critical health care workers<\/strong><\/span><\/li>\n<\/ul>\n<p aria-level=\"3\"><span data-contrast=\"none\">Health care workers have been on the front lines of the pandemic since the beginnings. And, as the omicron variant of COVID-19 led to a rapid raise in hospitalizations, they are still there.\u00a0 But they are exhausted and warn out. And their ranks are growing thinner as many nurse and other health care providers burn out.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<ul>\n<li>The Brighter PA plan calls for instituting a <strong>$500 million PA Opportunity program<\/strong> which wil<span data-ccp-parastyle=\"heading 3\">l provide help to about 3 million <\/span><span data-ccp-parastyle=\"heading 3\">Pennsylvanians<\/span><span data-ccp-parastyle=\"heading 3\">, giving a family of four an average of <\/span><span data-ccp-parastyle=\"heading 3\">close to $700. This plan will help Pennsylvanians deal with the higher costs they face as the economy returns to normal<\/span><\/li>\n<\/ul>\n<p aria-level=\"3\"><span data-contrast=\"none\">The economy is recovering but it is doing so unevenly. Since the beginning of COVID we have seen billionaires grow richer. Most professionals and managers have kept their jobs and their incomes. The burden of the economic crisis created by COVID has fallen on low-income and moderate-income working people. It is imperative that we use ARP funds to help them, not just as a matter of economic fairness but in order to ensure that the economic recovery continues. For we should remember that when we help low-income and moderate-income workers we help the small businesses at which they spend their money.\u00a0<\/span><\/p>\n<p>We also call for this program to be available to all families in Pennsylvania, including those of undocumented immigrants who worked so hard in mainly front-line jobs during the pandemic and who provide a growing share of the workforce in Pennsylvania.<span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<ul>\n<li>The <strong>Brighter PA Plan<\/strong> would invest an additional <span data-ccp-parastyle=\"heading 3\">$225 million in the <\/span><strong><span data-ccp-parastyle=\"heading 3\">Covid <\/span><span data-ccp-parastyle=\"heading 3\">Relief<\/span> <span data-ccp-parastyle=\"heading 3\">Statewi<\/span><span data-ccp-parastyle=\"heading 3\">de <\/span><span data-ccp-parastyle=\"heading 3\">Small Business Assistance Program<\/span><\/strong> which will provide <span data-ccp-parastyle=\"heading 3\">grants, ranging from $5000 to $50<\/span><span data-ccp-parastyle=\"heading 3\">,<\/span><span data-ccp-parastyle=\"heading 3\">00<\/span><span data-ccp-parastyle=\"heading 3\">0<\/span><span data-ccp-parastyle=\"heading 3\"> to <\/span><span data-ccp-parastyle=\"heading 3\">11,000 <\/span><span data-ccp-parastyle=\"heading 3\">small businesses that have been hurt by <\/span><span data-ccp-parastyle=\"heading 3\">B<\/span><span data-ccp-parastyle=\"heading 3\">usinesses can use these grants to cover operating expenses and access technical assistance, including training and guidance to stabilize and relaunch their businesses. The <\/span><span data-ccp-parastyle=\"heading 3\">program \u200bwould\u202fprioritize women- and minority-owned businesses and rural communities.<\/span><\/li>\n<\/ul>\n<p aria-level=\"2\"><span data-contrast=\"none\">Small businesses, are the backbone of the state\u2019s economy. They create most of the new jobs and provide critical goods and services to people in every community\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p aria-level=\"3\"><span data-contrast=\"none\">The COVID pandemic has been hard on small businesses. Many had to close temporarily. Some have never reopened. Many are still struggling to survive. The help they got from the federal and state government was critical to our survival. But the pandemic has lasted far longer than many had thought and that help is long gone.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p aria-level=\"3\"><span data-contrast=\"none\">We saw above that helping low and moderate income families helps small businesses. That\u2019s true. And the reverse is true as well. Helping small businesses will enable them to hire workers and reduce our unemployment rate<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<ul>\n<li>The Brighter PA plan calls for <strong>a $50 million investment in the county mental health workforce<\/strong> that is part of the Brighter PA plan. This investment <span data-ccp-parastyle=\"heading 3\">in mental health care workers <\/span><span data-ccp-parastyle=\"heading 3\">will <\/span><span data-ccp-parastyle=\"heading 3\">Pennsylvanians<\/span><span data-ccp-parastyle=\"heading 3\"> all over the state get the mental health care they need during this difficult time.\u00a0<\/span><\/li>\n<\/ul>\n<p aria-level=\"3\"><span data-contrast=\"none\">The COVID-19 has not just threatened our physical health but our mental health. The isolation and economic uncertainty created by the pandemic as well as the loss of family members to the disease has made life difficult, and in some cases, unbearable for all of us, and especially for our kids.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}\">\u00a0New funding is necessary to ensure that mental health care is accessible to all.<\/span><\/p>\n<ul>\n<li aria-level=\"3\"><span data-contrast=\"none\">The <strong>Brighter PA plan<\/strong> would expand the <strong>Pennsylvanian Higher Education Assistance Agency (PHEAA) student loan forgiveness program for nurses<\/strong>, which was created\u00a0 in September 2021, <strong>to <\/strong><strong>additional health care workers<\/strong>.
