It is unclear whether that corporate tax cut also includes some of Gov. Tom Wolf\u2019s \u201cadd-back\u201d provisions, which would make multinational corporations that currently pay nothing pay something. It appears that Republicans continue to oppose closing the Delaware loophole by enacting combined reporting. <\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">Every rumor we hear also says that raising the minimum wage may not be included because Republicans\u00a0oppose it.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">Are we talking about cutting corporate taxes because it is a good idea?\u00a0And\u00a0is\u00a0raising the minimum wage less likely because it is a bad idea? I\u2019ll come back to\u00a0these\u00a0questions below,\u00a0but the short answers are \u201cno\u201d and \u201cno.\u201d<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">If they are not bad ideas, then\u00a0is\u00a0it\u00a0hard to raise the minimum wage and easier to cut corporate taxes because the General Assembly reflects the will of the people? Again,\u00a0the answer is \u201cno.\u201d<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">The Pennsylvania Budget and Policy Center commissioned Data for Progress to <\/span><a href=\"https:\/\/krc-pbpc.org\/research_publication\/new-pbpc-poll-on-taxing-corporations-and-the-ultra-rich-and-the-minimum-wage\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/krc-pbpc.org\/research_publication\/new-pbpc-poll-on-taxing-corporations-and-the-ultra-rich-and-the-minimum-wage\/&amp;source=gmail&amp;ust=1656510793386000&amp;usg=AOvVaw3y0VZWTOUkLIwxWu1aGyCx\"><span lang=\"EN-US\">poll Pennsylvanians on these issues<\/span><\/a><span lang=\"EN-US\">. The top-line results can be found here and they are striking.<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">First, there is overwhelming support (73 percent) for\u202f<\/span><span lang=\"EN-US\">putting the minimum wage on a path to $15<\/span><span lang=\"EN-US\">\u202fper\u00a0hour over four years and thereafter having a\u00a0<\/span><span lang=\"EN-US\">yearly cost of living increase<\/span><span lang=\"EN-US\">\u202f(77 percent). Support is found across all regional and demographic groups. <\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">Second, there is overwhelming\u202f<\/span><span lang=\"EN-US\">opposition to cutting corporate taxes<\/span><span lang=\"EN-US\">. Seventy percent of voters would like the state to increase taxes on billionaires and corporations; only 25 percent want to see them cut. <\/span><\/p>\n<p><span lang=\"EN-US\">More than 78 percent of likely voters want to see the Delaware loophole closed so that multinational corporations can no longer hide their Pennsylvania profits from our Corporate Net Income Tax. And when asked whether some of the $12 billion\u2019s worth of accumulated state surplus should be devoted to cutting taxes on corporations and the wealthy, only 2 percent said \u201cyes,\u201d\u00a0\u00a0Again, opposition to corporate tax cuts is found across all regional and demographic groups. <\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">We will be posting polls results for each House and Senate district\u00a0in the state over the next few days. That data will show that there is very little difference in the view of Democratic-leaning, competitive, and Republican-leaning districts.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">Instituting corporate tax cuts without closing loopholes is a bad idea.\u00a0We have long thought that s<\/span><span lang=\"EN-US\">ome reduction in the CNIT rate, which at 9.99 percent is slightly higher than the national average of 7 percent, is justified. A small rate cut is fair to Pennsylvania-based C-corporations that pay at a far higher tax rate than S-corporations and pass-through entities whose profits are taxed at the lower personal income tax rate. <\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">But we can only avoid deep losses in revenues and ensure that taxes are fair to Pennsylvania-based corporations if we require multinational corporations to pay at the same rate.\u00a0The revenue loss that comes with corporate tax cuts is serious. A two-point reduction in the CNIT\u00a0rate\u00a0would\u00a0cost the state at least $600 million in the first year it is fully in place. The losses would increase\u00a0year after year.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">And our\u00a0<\/span><a href=\"https:\/\/krc-pbpc.org\/research_publication\/corporate-taxes-without-combined-reporting-are-not-worth-the-cost\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/krc-pbpc.org\/research_publication\/corporate-taxes-without-combined-reporting-are-not-worth-the-cost\/&amp;source=gmail&amp;ust=1656510793386000&amp;usg=AOvVaw0DMM3HJxFtCja2sK8a-pJW\"><span lang=\"EN-US\">recent\u00a0report<\/span><\/a><span lang=\"EN-US\">\u00a0shows that a cut in the CNIT rate would\u00a0generate relatively few jobs at the end of ten years and at a cost of well over $6 billion.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">Raising the minimum wage is a good idea.\u00a0Our analysis shows that raising the minimum wage to $15 by 2028 would benefit 1.5 million Pennsylvanians and add $5.3 billion to the wages\u00a0of those workers, helping not only them but our economy and especially small businesses. <\/span><\/p>\n<p><span lang=\"EN-US\">Most of those who benefit from raising the minimum wage are adults.\u00a0They\u00a0are women,\u00a0disproportionately Black and brown, and are\u00a0many of the essential workers we all relied on at the height of the pandemic.\u00a0<\/span><\/p>\n<p><span lang=\"EN-US\">As we have repeatedly demonstrated\u2014and\u00a0another\u00a0recent\u00a0<\/span><a href=\"https:\/\/krc-pbpc.org\/research_publication\/krc-updates-info-from-study-on-the-minimum-wage-increases-effects-on-pa-ny-border-employment\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/krc-pbpc.org\/research_publication\/krc-updates-info-from-study-on-the-minimum-wage-increases-effects-on-pa-ny-border-employment\/&amp;source=gmail&amp;ust=1656510793386000&amp;usg=AOvVaw29FHa-Jjyr7waBHbKeHRmi\"><span lang=\"EN-US\">study confirms<\/span><\/a><span lang=\"EN-US\">\u2014the cost of raising the minimum wage in reduced jobs is minimal or non-existent.\u00a0 And we have consistently shown that the criticisms of raising the minimum wage are mostly\u00a0<\/span><a href=\"https:\/\/krc-pbpc.org\/research_publication\/fact-vs-myth-on-the-minimum-wage\/\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/krc-pbpc.org\/research_publication\/fact-vs-myth-on-the-minimum-wage\/&amp;source=gmail&amp;ust=1656510793386000&amp;usg=AOvVaw39pyY-bfutXRTi5h6I89AY\"><span lang=\"EN-US\">right-wing myths<\/span><\/a><span lang=\"EN-US\">.\u00a0<\/span><\/p>\n<p><span lang=\"EN-US\">Despite a $15 minimum wage in New York City and inflation in the cost of many goods,\u00a0<\/span><a href=\"https:\/\/www.nytimes.com\/2021\/12\/21\/nyregion\/pizza-inflation.html\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.nytimes.com\/2021\/12\/21\/nyregion\/pizza-inflation.html&amp;source=gmail&amp;ust=1656510793386000&amp;usg=AOvVaw2dI7vq3zjSu4Ug0m15SHoT\"><span lang=\"EN-US\">\u201cdozens of eateries across New York City sell pizza slices for $1,\u201d<\/span><\/a><span lang=\"EN-US\">\u00a0and other\u00a0restaurants\u00a0have only raised their\u00a0pizza\u00a0prices by a small percentage.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">So,\u00a0if the policies don\u2019t make sense and the people oppose them, why is the General Assembly contemplating a cut in the CNIT rate and not contemplating an increase in the minimum wage?<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">The answer should be obvious: because the Republicans that run the General Assembly,\u00a0and\u00a0a few Democrats as well, don\u2019t care\u00a0much about\u00a0what the people of\u00a0Pennsylvania\u00a0think.\u00a0They care far more about what the Chamber of Commerce, multinational corporations,\u00a0and billionaires like\u00a0<\/span><a href=\"https:\/\/www.youtube.com\/watch?v=zfWU6GO931s\" target=\"_blank\" rel=\"noreferrer noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.youtube.com\/watch?v%3DzfWU6GO931s&amp;source=gmail&amp;ust=1656510793387000&amp;usg=AOvVaw0DzW2Cyzmk9SnirmBO6bkp\"><span lang=\"EN-US\">Jeff\u00a0Yass<\/span><\/a><span lang=\"EN-US\">\u00a0think.\u00a0<\/span><\/p>\n<\/div>\n<div>\n<p><span lang=\"EN-US\">But we can change that by paying attention to who is on our side and who is not.\u00a0<\/span><\/p>\n<p><strong>Nick Pressley and Marc Stier respectively are the director of campaigns and the executive director of the Pennsylvania Budget &amp;
