{"id":10726,"date":"2016-12-23T14:28:38","date_gmt":"2016-12-23T19:28:38","guid":{"rendered":"https:\/\/marcstier.com\/blog2\/?p=10726"},"modified":"2024-01-15T14:31:44","modified_gmt":"2024-01-15T19:31:44","slug":"broad-and-narrow-taxes","status":"publish","type":"post","link":"https:\/\/marcstier.com\/blog2\/?p=10726","title":{"rendered":"Broad and Narrow Taxes"},"content":{"rendered":"<div class=\"news-wrap\">\n<div class=\"single-box\">\n<p>Last week, just as we were putting out <a href=\"https:\/\/marcstier.com\/blog2\/?p=10708\" target=\"_blank\" rel=\"noopener\">our paper on how to raise revenues without raising taxes on working people<\/a> and the middle class, <a href=\"http:\/\/www.witf.org\/news\/2016\/12\/-wolf-says-he-wont-seek-major-tax-increase-to-balance-budget.php\" target=\"_blank\" rel=\"noopener\">Governor Wolf announced that he would not call for raising broad-based taxes<\/a>, particularly the personal income tax and sales tax, in the budget proposal he puts forward in February.\u00a0And, of course, the Governor\u2019s statement echoes what the Republican leaders of the General Assembly have been saying as well.<\/p>\n<\/div>\n<\/div>\n<div id=\"post-3083\" class=\"item entry\">\n<div class=\"storycontent\">\n<div class=\"row row-archive\">\n<p>&nbsp;<\/p>\n<p>A friend asked me if I were disappointed by these announcements. I quickly responded, \u201cnot at all.\u201d \u00a0Most of our tax plan is precisely designed NOT to require increases in broad based taxes.<\/p>\n<p>Indeed, the core of our proposal\u2014a new tax on income from wealth\u2014targets families in the top 5%, and even more the top 1%, of incomes. Sixty-seven percent of new revenues would come from top 5%. Middle- and low- income families would pay very little because very little of their income comes from wealth\u2014that is, dividends, profits, capital gains, royalties, and estates.<\/p>\n<p>We do call for an expansion of the sale tax base to some goods and services mostly bought by those with higher incomes, combined with a sales tax rebate for those with low income. And our proposal includes a small increase in the tax on wages and interest, but that is offset by a increase in tax forgiveness for those with low incomes. But that is a minor component of our larger proposal.
