Bad Ideas Under Any Label

We are hearing that some of the provisions in a House school code bill, HB530, are being included in a Senate-supported school code bill, HB1606. It is unclear which parts of HB530 will be included in HB1606, but we will be monitoring to determine if any of the very problematic provisions of the former bill wind up in the latter. School districts in Pennsylvania contain a mix of traditional public schools and charter schools. Some local school districts want to add charters schools. Many do not. Unfortunately, provisions included in HB530 which might be amended into HB1606 will remove much of the supervisory and decision-making authority from local school districts in every corner of the state. School Funding: What One Hand Gives, Another Takes Away

Originally posted at Third and State, June 29, 2016 As this dispiriting budget season ends, advocates for education could at least be grateful that the General Assembly seems poised to increase basic education funding by $200 million. This is far less than the $400 million necessary to put us on a path towards overcoming massive cuts and the most unequal education funding in the state. And it does little more than help school districts keep up with costs. But at a time when so many legislators are unwilling to find the revenues to invest in anything, it is better than nothing. Yet, at least as Philadelphia is concerned, it will all be for nothing if HB530 passes in its current form. That bill would undermine the ability of the School District of Philadelphia to control the growth of charter schools. Why should we care that we wound up with the Republican budget for this year (HB 1801), rather than the bi-partisan budget agreed to in December 2015 (SB 1073), let alone the budget Governor Wolf proposed in March 2015? The difference for the education of our kids is found in this first figure above. The $846 million cut from classrooms in 2011-2012 has never fully been restored. And because more funding was cut and less funding restored in the districts that have a higher poverty than a lower poverty rate, state spending per student in those districts remains substantially behind what it was in 2010-11. Wolf, Legislators, and School Advocates Must Stand Together for PA Education

This is the moment when Pennsylvanians must stand strong for a budget that is not only done but done right. And that means a budget that finally, after years of deep cuts and shallow restorations, begins to fund education at levels that meet the needs of our children. Many of us want to attain that aim. But to know how to get there, we have to understand the forces, inside and outside the Capitol Building, that oppose us. They would rather see devastating cuts to education rather than increase taxes. How Low Will They Go?

We believe that the best education for everyone is central to creating economic opportunity for individuals. And we believe that economic growth is only possible with a highly educated work force. And we know both of these aims can only be attained if we provide adequate and equitable funding to each of our schools. So when legislators or advocates on the right challenge the demand for adequate and equatibale funding we sometimes find it hard to understand what they want. How little funding are they prepared to give students in poor communities Pennsylvania before they will say it’s too low? How low will they go? David Brooks Gets It Wrong About Education and Health Care

David Books outdid himself today in writing post about education and health care that is completely misleading about improvements in both in the last fifty years and about the limits of productivity increases in both areas. It takes more than a FB status update to explain why. Read this blog post for details. The short story though, is that if you really think there haven’t been any improvements in either education or medical care in this country since 1960, you don’t deserve to have your opinions appear on the op-ed page of The New York Times. And if you think that huge productivity increases in labor intensive fields are possible, then maybe you should explain why NY Times columnists do only two columns a week instead of the three they did in the 1960s. The Silence is Deafening—Our Broken Politics and the Schools

Under tremendous financial pressure that is the result of recession and drastic cutbacks in funding from Harrisburg, the SRC is about to blow up our school system. The SRC plan reshuffles the chairs on the Titanic but as far as I can see does little to stop the ship from sinking. They Mayor tells us we have no choice (and by the way, support my property tax proposal.) And so far, not one politician in this city, not one member of Council, not one State Representative or State Senator has made a public statement about this devastating news. Why not? Will Mayor Nutter Lead a Movement to Save Our Schools?

Michael Nutter talked a great deal about education during his reelection campaign. His inaugural speech focused on education. He said he wanted to take on responsibility for the schools. But today the SRC announced that the School District in Philadelphia is going to be drastically downsized. Many schools will be closed. More students will attend charter schools. In a school system that has already suffered devastating cutbacks, even if some of these changes make for a more efficient use of resources, the overall consequences for our kids cannot be good. None of the suggested administrative changes deal with the fundamental problem–we don’t have the resources to provide our kids with the minimal requirements of a decent education. We don’t have money for enough quality teachers, teacher training, school books, and counselors. And the financial problem we face comes from Harrisburg and Governor Corbett’s relentless attack on school funding. That has me… Continue reading
